Australia has spent years asking how we can build homes faster. Yet when a house can go from slab to completion in 20 business days, speed itself suddenly becomes a reason for suspicion.
That was one reaction to Metricon’s recent prefabricated housing pilot at Stockland’s Mt Atkinson development in Melbourne’s west, delivered with Signex. Two homes progressed from slab to practical completion in 20 business days.
The result attracted attention precisely because it compressed a construction program normally measured in months into weeks.
But it also raised obvious questions.
What was skipped? Was the work rushed? And if much of the house was manufactured overseas, how do we know that what arrived in Australia was built to Australian standards?
These are reasonable questions.
The loud music from the trades’ radios, playing for months, has gone. So have the bundles of roof trusses being untied and lifted into place, the pallets of bricks slowly disappearing into walls, and all the other familiar stages of a house taking shape.
Instead, within days, the house is standing and locked up, with water running and the toilet already flushing.
For anyone used to watching a house being built, waiting through delays and then working through defects, 20 days can simply feel too quick to be comfortable.
That discomfort is worth taking seriously. But it may not tell us where the real risk lies.
What does 20 days actually mean?
Much of the work that traditionally happens sequentially on a building site has moved earlier in the process or into a factory.
Design coordination, engineering and procurement happen before production. Manufacturing can proceed while the site is being prepared. Instead of waiting for one trade to finish before another begins, different parts of the work can happen at the same time.
The 20 days visible on site are therefore only one part of the delivery process.
This does not make faster construction automatically better. Industrialisation creates its own risks.
A factory can repeat a defect as efficiently as it repeats good work. A design error, material substitution or poor detail that enters production unchecked can be reproduced across multiple homes before it is discovered.
That is why quality assurance becomes even more important as construction becomes industrialised.
The important question is not how quickly the house appeared on site.
It is what controls were in place while it was being designed and produced.
What about overseas manufacturing?
Concern becomes stronger when manufacturing moves overseas, and there are legitimate reasons for that.
Who checks the materials? Who controls substitutions? Who verifies that what is being manufactured matches the approved design? If something goes wrong later, who is responsible?
Those questions should be asked.
But manufacturing location, by itself, tells us relatively little about whether a building is well made.
An Australian-made component can still be non-compliant or poorly inspected. An overseas-made component can be produced under tightly controlled specifications, inspection and verification.
There are also legitimate economic and workforce questions about where homes should be manufactured. They deserve their own debate. But they are different from the question of construction quality.
Location does matter. It affects jurisdiction, access, inspection and enforcement. But it does not, by itself, tell us whether a building is well made.
The better question is how the work was designed, controlled, checked and documented.
Modern Australian construction already depends on international supply chains. Structural products, glazing, appliances, electrical equipment and countless other building components routinely cross borders before reaching an Australian site.
Moving more of the construction process offshore should not mean weaker scrutiny.
Quite the opposite.
The further construction moves from the final building site, the more important it becomes to know exactly what was designed, what was manufactured and what happened in between.
What replaces visibility?
This is where speed and distance meet.
When a prefabricated home arrives substantially complete, much of the process we are accustomed to seeing has already happened somewhere else.
That loss of visibility has to be replaced by something stronger.
Not reassurance. Evidence.
Can materials be traced to approved specifications? Which drawing revision was used for manufacture? Who inspected the work? Who authorised a substitution? What happened during transport? Were installation requirements followed? If something changed on site, was that change recorded?
And eventually, for the homeowner, the question becomes much simpler:
If something goes wrong, who fixes it?
This is why design control, traceability, inspection records and clear responsibility matter so much in industrialised construction.
The factory and the site cannot operate as separate worlds. Design information has to reach manufacturing. Manufacturing evidence has to reach the site. Installation requirements have to reach the builder, and changes made during installation have to return to the final record.
Responsibility has to travel with the building.
These are stronger measures of construction risk than either speed or geography.
Regulation is beginning to ask the same questions
Australian regulation is starting to move in the same direction.
The ABCB’s proposed National Voluntary Certification Scheme for Manufacturers of Prefabricated Construction shifts attention towards the manufacturing system itself: how production is controlled, what evidence is retained and how conformity is demonstrated.
NSW has now gone further. The Building (Approvals and Practitioners) Act 2026, assented to in August, formally brings prefabricated construction into the state’s building framework. It introduces requirements around manufacturer declarations and information accompanying transport and erection, giving the factory-to-site evidence chain a clearer statutory basis.
Much of the detail is still to come through commencement arrangements and regulations. Other states are also testing how existing approval, procurement, payment, inspection and consumer-protection systems should adapt as more construction moves off site.
The approaches are still evolving, but the direction is becoming clearer.
When construction becomes less visible, trust has to become more evidential.
What should we actually worry about?
Australia has good reason to be cautious about new ways of building homes. Houses last for decades, defects are expensive, and failures can follow homeowners, builders, insurers and governments for years.
But caution should be directed at the actual sources of risk.
Twenty days on site does not tell us whether a house is good or bad. Neither does the country where it was manufactured.
What matters is whether we can establish what was designed, what was manufactured, what changed, who checked it and who ultimately stands behind it.
Prefab will not earn trust simply by becoming faster.
It will earn trust by making those questions easier to answer.
Australia does not need to choose between fast housing and trustworthy housing.
As construction changes, we need better ways of knowing when we have both.
