Builder collapse insurance claims, defect enforcement, and BTR-specific underwriting all point to the same problem: MMC does not scale on factory output alone. It scales when trust becomes reusable.

Australia’s emerging national voluntary certification pathway for MMC manufacturers matters because it can reduce one of the deepest frictions in Australian MMC: the repeated cost of rebuilding trust on every project.

Waterproofing is no longer just a trade issue. The NCC 2025 preview points to a deeper shift: falls, substrates and waterproofing interfaces are being pushed further upstream, into earlier and more explicit design resolution. That matters in every project. But in MMC, the implication is sharper. Early resolution is not enough. It has to become fabrication-ready, inspection-ready and sign-off-ready. This is why waterproofing is becoming a system test, not a trade package.

For residential delivery, stability itself may be infrastructure. The NCC 2025 preview suggests that certainty and continuity can matter more than another round of code churn.

MMC is no longer being discussed only as a product or factory topic. It is entering the language of red-tape reform, approvals, NCC usability, and housing system productivity.

We do not need another rediscovery. We do not need another promise. We do not need another fragment. We need a housing system designed to deliver.

MMC slows down when teams assume approval can be worked out later. If the inspection pathway is not aligned before production, the project carries system risk before it leaves the factory.
