For residential delivery, stability itself may be infrastructure. The NCC 2025 preview suggests that certainty and continuity can matter more than another round of code churn.

MMC is no longer being discussed only as a product or factory topic. It is entering the language of red-tape reform, approvals, NCC usability, and housing system productivity.

We do not need another rediscovery. We do not need another promise. We do not need another fragment. We need a housing system designed to deliver.

MMC slows down when teams assume approval can be worked out later. If the inspection pathway is not aligned before production, the project carries system risk before it leaves the factory.

A factory can be ready to ship. That does not mean the site is ready to receive. In MMC, speed is created when the site is prepared to accept certainty.

A brief is not the origin of design. It is its outcome.
